If the car senses an Ebrake fault condition it will likely HOLD the car in neutral to keep from damaging itself.There is a 10 micron (blocks water) sock in the reservoir and then a combo filter/pressure regulator that sits atop the pump. You might try adding a few more gallons of fuel and rocking the vehicle side-to-side. The pump has a bucket-like supply reservoir that it draws fuel from.
